Fireworks and Pyrotechnic Articles (Scotland) Bill – Moves to final Stage 3

The Criminal Justice Committee of the Scottish Parliament has completed its consideration of Stage 2 amendments to the Fireworks and Pyrotechnic Articles (Scotland) Bill. The minutes of the Committee meetings of 25 May, and 1 June, show the decisions on each amendment lodged to the Bill-

Bill as amended at Stage 2

The As Amended version of the Bill has now been published online. This shows all the amendments made to the Bill at Stage 2 (indicated by a vertical black line down the right-hand margin of the document). Revised Bill documents

In light of the amendments to the Bill at Stage 2 the Scottish Government has lodged a revised Financial Memorandum to reflect the increased costs associated with the Bill, and a revised Delegated Powers Memorandum, to reflect the changes made at Stage 2 to the delegated powers in the Bill. Again, amendments to these documents are indicated by a vertical black line down the right-hand margin of the documents. Those documents are available here-

Stage 3 and final debate and amendment deadline

The Parliament has now agreed its Business Programme for the next two weeks and has set the date for consideration of Stage 3 amendments to the Bill for the afternoon of Thursday 23 June.

As a result, the deadline for MSPs to submit amendments for consideration is 12 noon Thursday 16 June 2022.

Stage 3 will be taken in the Debating Chamber and will involve all MSPs. The session will be live on SPTV, or people can book tickets free of charge to observe the proceedings from the public gallery of the Chamber (bookings open on 16 June).

Once Stage 3 amendments are completed, the Parliament will move straight on to the final debate on whether the Bill should be passed into law. That decision will be taken at Decision Time at the end of business on 23 June.
